CTEVT Caregiver Certification Explained — Why It Matters for International Jobs

CTEVT — the Council for Technical Education and Vocational Training — is Nepal's apex government body for technical and vocational education. Established under the CTEVT Act, it operates under the Ministry of Education, Science and Technology and is responsible for setting national standards for vocational training programmes, approving affiliated institutes, and issuing certificates that are legally recognised by the Nepal government.

CTEVT regulates hundreds of vocational training programmes across Nepal, including carpentry, tailoring, plumbing, beautician training, and healthcare-related courses. For the healthcare and caregiving sector, CTEVT sets the competency standards, approves institute facilities and faculty, and authorises the certificates that training graduates receive. Only CTEVT-affiliated institutes are legally permitted to issue CTEVT-certified caregiver certificates in Nepal.

Nepal's Department of Foreign Employment (DoFE) requires all citizens leaving Nepal for overseas employment to present documentation from DoFE-approved training institutes. For caregiver roles — including programs to Japan, Israel, Australia, Canada, and the UK — the DoFE specifically requires a CTEVT-certified training certificate as part of the foreign employment clearance documentation.

Without a CTEVT-certified certificate, your training — no matter how good the institute or how international the accreditation — cannot be used for DoFE clearance. This means you cannot legally depart Nepal through official channels, cannot register for government-to-government programs (Japan G2G, Israel G2G), and may face problems with your visa documentation when applying through embassies and consulates.

CTEVT caregiver programmes follow a competency-based curriculum developed in alignment with international caregiving standards. The curriculum covers foundation care theory (anatomy, physiology, basic pharmacology), practical care skills (personal hygiene, mobility assistance, wound care basics, nutrition support), specialised care modules (dementia, palliative care, paediatric care depending on course level), and professional skills (documentation, ethics, communication, emergency response).

The duration and depth of CTEVT caregiver programmes vary from a 3-month Foundation Certificate (for Israel G2G and similar fast-track G2G applications) to a 6-month Diploma in Caregiving Level IV and a 1-year Diploma in Aged Care (for Australia and UK placements). All levels are CTEVT-affiliated at Caregiver Academia Pokhara and include practical clinical hours at affiliated healthcare facilities.

Embassy officials and immigration authorities reviewing your visa application look for evidence that your caregiving qualifications are credible, recognised, and government-backed. A CTEVT certificate — as the certificate of Nepal's own government vocational authority — immediately establishes this credibility. It demonstrates that your training was conducted at a state-approved facility, followed a standardised curriculum, and meets Nepal's national competency standards for care workers.

When combined with international accreditations such as CPD UK (No. 20520) and SDC Canada (Code 1226), the CTEVT certificate forms part of a qualification portfolio that addresses the recognition requirements of multiple countries simultaneously. Japanese employers and the DoFE both require it. Israeli G2G authorities require it. Australian skills assessment bodies request it as part of the qualification evidence.
